In addition, the Committee had prepared a draft decision on Nepal, relating to the issue of illegal trade, which followed on from decisions XIV/7 and XV/39 and responded to the Committee's concern that some of the illegally imported CFCs that Nepal had seized might be released on to the country's domestic market.

As stated in the report on Nepal of the Working Group on Enforced or Involuntary Disappearances (E/CN.4/2005/65/Add.1), most of the people who are detained in army barracks throughout the country are held incommunicado and under no legal authority, including the Terrorist and Disruptive Activities Ordinance (TADO), the muchcriticized anti-terrorist ordinance that permits preventive detention for up to one year.
