In paragraph 15 of his recent progress report on prevention of armed conflict, the Secretary-General underscored the need to intensify efforts to move from a " culture of reaction to one of prevention " .

A major focus of the month was the Council debate with participation of a large number of non-members on prevention of armed conflict following the issuance of the seminal report of the Secretary-General on the subject (S/2001/574 and Corr.1).

15 The General Assembly, in its resolution 55/281 of 1 August 2001 on the prevention of armed conflict, invited all relevant organs, organizations and bodies of the United Nations system to consider the recommendations addressed to them in the report of the Secretary-General on prevention of armed conflict (A/55/985-S/2001/574 and Corr.1).
