The 2000 Review Conference had recommended a number of practical steps to implement the provisions of article VI of the Treaty and paragraphs 3 and 4 (c) of the 1995 decision on principles and objectives for nuclear non-proliferation and disarmament.

In our view, the adoption without a vote, and I emphasize, without a vote, of this package of three decisions — the first on the indefinite extension of the NPT, the second on strengthening the review process and the third and last on principles and objectives for nuclear non-proliferation and disarmament, all equally valuable and significant — is a major historic event.
