27. In line with the 1995 Washington Declaration on Protection of the Marine Environment from Land-based Activities, A/51/116, annex I, appendix II. the Commission urges the following:

٣٧ - دعي مجلس اﻹدارة، في الفقرة ١٧-٢٦ من جدول أعمال القرن ٢١، الذي أيدته الجمعية العامة في قرارها ٤٧/١٩٠ المؤرخ ٢٢ كانون اﻷول/ديسمبر ١٩٩٢، الى أن يعقد، بأسرع ما يمكن من الناحية العملية، اجتماعا حكوميا دوليا بشأن حماية البيئة البحرية من اﻷنشطة البرية.

Having noted the invitation by the United Nations Conference on Environment and Development in paragraph 17.26 of Agenda 21 3/ for the United Nations Environment Programme to convene, as soon as practicable, an intergovernmental meeting on Protection of the Marine Environment from land-based activities,

In paragraph 17.26 of Agenda 21, the UNEP Governing Council was invited to convene, as soon as practicable, an intergovernmental meeting on Protection of the Marine Environment from land-based activities, building on these Guidelines.

443. The Belgian Law of 20 January 1999 on Protection of the Marine Environment in the marine areas under Belgian jurisdiction includes as defences: war, civil war, terrorism or a natural phenomenon of an exceptional, unavoidable and irresistible nature; a deliberate act or omission of a third party with the intention of causing the harm; and negligence or other prejudicial act on the part of an authority responsible for navigational aids.
