At its 45th plenary meeting, on 25 July 2008, the Economic and Social Council decided to take note of the report of the Secretary-General on strengthening emergency relief, rehabilitation, reconstruction, recovery and prevention in the aftermath of the Indian Ocean tsunami disaster.

The second report of the Secretary-General on strengthening emergency relief, rehabilitation, reconstruction, recovery and prevention in the aftermath of the Indian Ocean tsunami disaster stresses that " financial transparency alone, though, is not sufficient to guarantee accountability; audits, evaluations and monitoring are also critical " (see A/61/87-E/2006/77, para. 65).
