٣- تقوم اللجنة، استنادا إلى دراستها للتقارير والمعلومات المقدمة من إحدى الدول اﻷطراف، بابداء ما قد تراه مناسبا من تعليقات، وفقا للفقرة ٤ من المادة ٠٤ من العهد.

المادة ١٧ ١- توافي اللجنة، عن طريق اﻷمين العام، الدول اﻷطراف بالتعليقات العامة التي أبدتها بموجب الفقرة ٤ من المادة ٠٤ من العهد استنادا إلى دراستها للتقارير والمعلومات المقدمة من الدول اﻷطراف وذلك لكي تقدم الدول اﻷطراف ملاحظاتها عليها.

3- يجوز للجنة، استناداً إلى دراستها لأي تقرير مقدم أو معلومات مقدمة من دولة طرف، أن تبدي الملاحظات الختامية المناسبة وأن تحيلها إلى الدولة الطرف، مع إخطارها بالموعد الذي يجب أن تقدم فيه تقريرها التالي بمقتضى المادة 40 من العهد.

2- يجوز للجنة، بصفة خاصة، أن تبين ما إذا كان يبدو لها، استناداً إلى دراستها للتقارير والمعلومات المقدمة من الدولة الطرف، أن هذه الدولة لم تفِ ببعض الالتزامات التي تقع على عاتقها بموجب الاتفاقية أو أنها لم تقدم معلومات كافية ومن ثمّ يجوز للجنة أن تطلب منها موافاتها بمعلومات إضافية تقدم على سبيل المتابعة في غضون فترة زمنية محددة.
