The Human Rights Committee, in its general comment No. 25 (1996) on article 25, confirmed that " [it] lies at the core of democratic government based on the consent of the people and in conformity with the principles of the Covenant " , and that " [f]reedom of expression, assembly and association are essential conditions for the effective exercise of the right to vote and must be fully protected " .
