Having considered the report of the Secretary-General on the development of good-neighbourly relations among Balkan States,A/52/373.

Last year, the General Assembly, at its forty-eighth session, adopted without a vote resolution 48/84 B, on the development of good-neighbourly relations among Balkan States.
وفي العام الماضي، اعتمدت الجمعية العامة في دورتها الثامنة واﻷربعين بدون تصويت القرار ٤٨/٨٤ باء بشأن تنمية علاقات حسن الجوار بين دول البلقان.

The General Assembly requested the Secretary-General to seek the views of the Member States, particularly those from the Balkan region, and of international organizations, as well as of competent organs of the United Nations, on the development of good-neighbourly relations in the region and on measures and preventive activities aimed at creation of a stable zone of peace and cooperation in the Balkans by the year 2000.
وقد طلبت الجمعية العامة من اﻷمين العام أن يلتمس آراء الدول اﻷعضاء، لا سيما دول منطقة البلقان، وكذلك آراء المنظمات الدولية والهيئات المختصة باﻷمم المتحدة بشأن تنمية علاقات حسن الجوار في المنطقة والتدابير واﻷنشطة الوقائية الرامية إلى خلق منطقة سلم وتعاون مستقرة في البلقان بحلول عام ٢٠٠٠.

161. At its forty-eighth session, the General Assembly had adopted without a vote resolution 48/84 B on the development of good-neighbourly relations among Balkan States.
١٦١ - وقد اتخذت الجمعية العامة، في دورتها الثامنة واﻷربعين، دون تصويت القرار ٤٨/٨٤ باء بشأن تنمية علاقات حسن الجوار فيما بين دول البلقان.

1.3 Resolutions 48/84 B and 50/80 B on the development of good-neighbourly relations among the Balkan States, as texts of essential importance for the realization of the goal of creating a stable zone of peace and cooperation in the Balkans by the year 2000, outline the unilateral as well as the joint activities that the Balkan States should undertake in the field of security, particularly by developing confidence-building measures.
١-٣ ويوجز القراران ٤٨/٨٤ باء و ٥٠/٨٠ باء بشأن تنمية علاقات حسن الجوار فيما بين دول البلقان، بوصفهما نصين شديدي اﻷهمية لتحقيق هدف إقامة منطقة سلم وتعاون مستقرة في البلقان بحلول عام ٢٠٠٠، اﻷنشطة الانفرادية والمشتركة التي ينبغي لدول البلقان أن تضطلع بها في مجال اﻷمن، لا سيما بتطوير تدابير بناء الثقة.

" ٤ - تطلب الى اﻷمين العام أن يلتمس آراء الدول اﻷعضاء، ولاسيما دول منطقة البلقان، وكذلك آراء المنظمات الدولية والهيئات المختصة باﻷمم المتحدة بشأن تنمية علاقات حسن الجوار في المنطقة والتدابير واﻷنشطة الوقائية الرامية الى خلق منطقة سلم وتعاون مستقرة في البلقان بحلول عام ٢٠٠٠؛

The British Government welcomes the initiative contained in General Assembly resolution 48/84 B to seek the views of member States on the development of good-neighbourly relations in the Balkan region and on measures and preventive activities aimed at the creation of a stable zone of peace and cooperation in the region by the year 2000.
٨٠ - ترحب الحكومة البريطانية بالمبادرة الواردة في قرار الجمعية العامة ٤٨/٨٤ باء بالتماس آراء الدول اﻷعضاء بشأن تنمية علاقات حسن الجوار في منطقة البلقان والتدابير واﻷنشطة الوقائية الرامية الى إنشاء منطقة سلم وتعاون مستقرة في البلقان بحلول عام ٢٠٠٠.

I have the honour to transmit to you herewith a letter dated 19 October 2000 addressed to me by the Secretary-General in which he explains why he is not in a position to issue the report on the development of good-neighbourly relations among Balkan States requested by the General Assembly in its resolution 52/48 (see annex).
يشرفني أن أحيل إليكم طيه رسالة مؤرخة 19 تشرين الأول/أكتوبر 2000 وجهها إليَّ الأمين العام موضحا فيها السبب الذي لا يمكنه من إصدار التقرير بشأن تنمية علاقات حسن الجوار فيما بين دول البلقان، الذي طلبته الجمعية العامة في قرارها 52/48 (انظر المرفق).
