31. CARICOM welcomed the adoption of the Vienna Declaration on Crime and Justice and finalization of negotiations on the draft United Nations Convention against Transnational Organized Crime and looked forward to the conclusion of the protocols thereto.

The General Assembly will consider agenda item 108 (Crime prevention and criminal justice) as the second item, to take action on the draft " United Nations Convention against Corruption " contained in document A/58/422.
تنظر الجمعية العامة في البند 108 من جدول الأعمال (منع الجريمة والعدالة الجنائية) كبند ثان، لاتخاذ إجراء بشأن مشروع " اتفاقية الأمم المتحدة لمكافحة الفساد " الوارد في الوثيقة A/58/422.

Mindful of the fact that negotiations on the draft United Nations Convention against Corruption are continuing in Vienna in accordance with General Assembly resolutions 40/243 of 18 December 1985, 55/61 and 56/260,

III. Discussion on the draft United Nations Convention against Corruption
ثالثا- النظر في مشروع اتفاقية الأمم المتحدة لمكافحة الفساد

May I take it that the General Assembly decides to consider agenda item 105 directly in plenary meeting for the sole purpose of taking action on the draft United Nations Convention against Transnational Organized Crime and the draft protocols thereto?
فهل لي أن أعتبر أن الجمعية العامة تقرر أن تنظر في البند 105 من جدول الأعمال مباشرة في جلسة عامة بقصد وحيد هو البت في مشروع اتفاقية الأمم المتحدة لمناهضة الجريمة المنظمة عبر الوطنية، ومشاريع بروتوكولات تلك الاتفاقية؟

21. In that respect, he welcomed the entry into force of the United Nations Convention against Transnational Organized Crime and the completion of negotiations on the draft United Nations Convention against Corruption, which took national differences into account and which should complement, not override, national measures.

The General Committee decided to recommend to the General Assembly that agenda item 105 be also considered directly in plenary meeting for the sole purpose of taking action on the draft United Nations Convention against Transnational Organized Crime and the draft protocols thereto.

وما اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية والبروتوكولات الملحقة بها وبدء المفاوضات بشأن مشروع اتفاقية الأمم المتحدة لمكافحة الفساد سوى تجسيد لالتزام المجتمع الدولي وتقديره لضرورة توحيد الجهود والعمل معا من أجل محاربة أخطر مظاهر الجريمة عبر الوطنية على الصعيد العالمي.

The representative of the Philippines, speaking on behalf of the Group of 77 and China, stated that the commitment of the international community had enabled some positive steps to be taken, including the adoption of the United Nations Convention against Transnational Organized Crime and the Protocols thereto and the commencement of the negotiations on the draft United Nations Convention against Corruption.

The Chairperson reminded the Committee that the General Committee had recommended to the General Assembly that agenda item 105 on crime prevention and criminal justice should also be considered directly in the plenary Assembly for the sole purpose of taking action on the draft United Nations Convention against Transnational Organized Crime and the draft protocols thereto.
1 - الرئيسة ذكَّرت اللجنة بأن مكتب الجمعية العامة أوصى الجمعية العامة أن البند 105 من جدول الأعمال بشأن منع الجريمة والعدالة الجنائية ينبغي أيضاً أن يُنظر فيه مباشرة في الجلسات العامة، فقط من أجل اتخاذ إجراء بشأن مشروع اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الحدود الوطنية ومشاريع البروتوكولات الملحقة بها.

The representative of Italy, under rule 43 of the rules of procedures, made a statement concerning the request to also consider agenda item 105 (Crime prevention and criminal justice) directly in plenary meeting for the sole purpose of taking action on the draft United Nations Convention against Transnational Organized Crime and the draft protocols thereto.
وعملا بالمادة 43 من النظام الداخلي، أدلى ممثل إيطاليا ببيان يتعلق بطلب النظر أيضا في البند 105 من جدول الأعمال (منع الجريمة والعدالة الجنائية) مباشرة في جلسة عامة، وذلك بغية اتخاذ إجراء بشأن مشروع اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الحدود الوطنية ومشاريع البروتوكولات الملحقة بها.

2. At the same meeting, the General Assembly decided, on the recommendation of the General Committee (A/55/250/Add.1, para. 2), to also consider agenda item 105 (Crime prevention and criminal justice) directly in plenary meeting, for the sole purpose of taking action on the draft United Nations Convention against Transnational Organized Crime and the draft protocols thereto.
2 - وفي الجلسة نفسها، قررت الجمعية العامة، بناء على توصية المكتب (A/55/250/Add.1، الفقرة 2)، النظر مباشرة في جلسة عامة أيضا في البند 105 من جدول الأعمال (منع الجريمة والعدالة الجنائية)، وذلك لمجرد اتخاذ إجراء بشأن مشروع اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الحدود الوطنية ومشاريع البروتوكولات الملحقة بها.

On Friday, 31 October 2003, in the morning, the General Assembly will consider as the second item agenda item 108, " Crime prevention and criminal justice " , in order to take action on the draft United Nations Convention against Corruption, recommended by the Ad Hoc Committee for the Negotiation of a Convention against Corruption in a report to be circulated as document A/58/422.
في يوم الجمعة 31 تشرين الأول/أكتوبر 2003، ستنظر الجمعية العامة في فترة الصباح في البند 108 من جدول الأعمال، " منع الجريمة والعدالة الجنائية " ، بصفته البند الثاني، لكي نتخذ إجراء بشأن مشروع اتفاقية الأمم المتحدة لمكافحة الفساد، الذي أوصت به اللجنة المخصصة للتفاوض بشأن اتفاقية لمكافحة الفساد في تقرير سيعمم بصفته الوثيقة A/58/422.
