The conclusion of a new legally binding treaty between the Russian Federation and the United States on the Further Reduction and limitation of strategic offensive weapons will make a substantive contribution to disarmament efforts, bearing in mind the inseparable link between such reductions and the deployment of global anti-ballistic missile defence systems.
وتتمثل إحدى المساهمات الهامة في السعي على طريق عدم الانتشار في إبرام اتفاق جديد وملزم قانوناً بين الاتحاد الروسي والولايات المتحدة الأمريكية بشأن زيادة تخفيض الأسلحة الهجومية الاستراتيجية والحد منها، مع مراعاة الارتباط الوثيق بين تخفيضات هذه الأسلحة ونشر نظم عالمية للدفاع ضد القذائف التسيارية.

Urging early action to complete the ratification of the Treaty on the Further Reduction and Limitation of Strategic Offensive Arms and further intensification of efforts to accelerate the implementation of agreements and unilateral decisions relating to nuclear arms reduction,
وإذ تحث على إتمام التصديق في وقت مبكر على المعاهدة المتعلقة بزيادة تخفيض اﻷسلحة الهجومية الاستراتيجية والحد منها، وعلى مواصلة تكثيف الجهود الرامية إلى التعجيل بتنفيذ الاتفاقات والقرارات الانفرادية المتصلة بتخفيض اﻷسلحة النووية،

وإذ ترحب بالمعاهدة بشأن مزيد من تخفيض اﻷسلحة الاستراتيجية الهجومية والحد منها )معاهدة الاستراتيجية الثانية بين الاتحاد الروسي والولايات المتحدة اﻷمريكية التي استهدفت تخفيض مخزونات اﻷسلحة الاستراتيجية الى مستوى اجمالي لا يتجاوز ٥٠٠ ٣ رأس حربي استراتيجي موزعة لكل جانب منهما في موعد لا يتجاوز عام ٢٠٠٣،

وإذ تلاحظ أيضا أن الاتحاد الروسي والولايات المتحدة اﻷمريكية قد اتفقا على أن يشرعا، حالما يتم التصديق على المعاهدة المبرمة بينهما بشأن زيادة تخفيض اﻷسلحة الهجومية الاستراتيجية والحد منها، في تعطيل جميع منظومات النقل الاستراتيجية الواجب تخفيضها بمقتضى المعاهدة، وذلك بنزع رؤوسها النووية أو اتخاذ خطوات أخرى ﻹخراجها من حالة التأهب،

(c) Norway welcomes that the United States of America and the Russian Federation have initiated talks on the Further Reduction of strategic arsenals given that START expires in 2009 and SORT expires in 2012.
(ج) ترحب النرويج ببدء الولايات المتحدة الأمريكية والاتحاد الروسي محادثات بشأن زيادة تخفيض ترسانات الأسلحة الاستراتيجية، نظراً إلى أن أجل معاهدة تخفيض الأسلحة الهجومية الاستراتيجية والحد منها (START) سينقضي في عام 2009 وأن أجل معاهدة الحد من الأسلحة الهجومية الاستراتيجية (SORT) سينقضي في عام 2012.

As a State party to the Treaty on the Reduction and Limitation of Strategic Offensive Arms, which is to expire in December 2009, Belarus welcomes the intention by the Russian Federation and the United States of America to come to an agreement on the Further Reduction and limitation of their strategic offensive weapons and to conclude new legally binding agreements.
إن بيلاروس بوصفها دولة طرفا في معاهدة تخفيض الأسلحة الهجومية الاستراتيجية والحد منها التي سينتهي نفاذها في كانون الأول/ديسمبر 2009، ترحب باعتزام الاتحاد الروسي والولايات المتحدة الأمريكية التوصل إلى اتفاق بشأن زيادة تخفيض أسلحتهما الهجومية والاستراتيجية والحد منها، وإبرام اتفاقات جديدة ملزمة قانونا.

Urging the early ratification of the Treaty on the Further Reduction and Limitation of Strategic Offensive Arms and further intensification of such efforts to accelerate the implementation of agreements and unilateral decisions relating to nuclear arms reduction,
وإذ تحث على التبكير في التصديق على المعاهدة المتعلقة بزيادة تخفيض اﻷسلحة الهجومية الاستراتيجية والحد منها، وعلى مواصلة تكثيف الجهود للتعجيل بتنفيذ الاتفاقات والقرارات اﻹنفرادية فيما يتصل بتخفيض اﻷسلحة النووية،
