Mr. Issa (Executive Office of the Secretary-General), introducing the note by the Secretary-General transmitting his comments on the JIU report on transparency in the selection and appointment of senior managers in the United Nations Secretariat (A/66/380/Add.1), said that the selection and appointment of senior managers was a complex process that required flexibility and discretion.
