Specifically, paragraph 4 of article 23 of Organic Law 6/1985 on the judiciary confers jurisdiction on Spanish judges and courts " to try acts committed by Spanish citizens or aliens outside national territory that are likely to be characterized under Spanish criminal law as terrorist offences " .
وفي الواقع تخول الفقرة الرابعة من المادة 23 من القانون الأساسي 6/1985 المتعلق بالسلطة القضائية للقضاة والمحاكم سلطة " المحاكمة على الأفعال التي يرتكبها الإسبان أو الأجانب خارج الإقليم الوطني، والتي يمكن أن ينطبق عليها وصف جريمة إرهابية بمقتضى قانون العقوبات الإسباني " .
