The Friends of the Secretary-General on the question of Haiti have the honour to request that the text of the enclosed statement be circulated as a document of the Security Council.

Regrettably, such a change has not occurred despite numerous efforts made on my behalf by my Special Representative as well as by the Friends of the Secretary-General on the question of Haiti to break the existing impasse.

The Friends of the Secretary-General on the question of Haiti welcome the transition on 31 March 1995 from the Multinational Force in Haiti to the United Nations Mission in Haiti (UNMIH), as provided for in Security Council resolution 940 (1994).
إن أصدقاء اﻷمين العام بشأن مسألة هايتي يرحبون بالتحول الذي حصل، في ٣١ آذار/مارس ١٩٩٥، من القوة المتعددة الجنسيات في هايتي الى بعثة اﻷمم المتحدة في هايتي، وفقا لنص قرار مجلس اﻷمن ٩٤٠ )١٩٩٤(.

3. Regrettably, there has been no such change since my last report, notwithstanding the efforts made on my behalf by my Special Representative and my staff as well as by the friends of the Secretary-General on the question of Haiti to break the existing deadlock.

In this context, it shares the understanding of the " Friends of the Secretary-General on the question of Haiti " (S/26881) that the process as defined by the Governors Island Agreement, which provides, inter alia, for the return of President Aristide, constitutes the only viable framework for Haiti to emerge from the crisis and to lead to the establishment of a State under the rule of law. "

Representatives of the Friends of the Secretary-General of the United Nations on the question of Haiti (Argentina, Canada, France, the United States of America and Venezuela) met in New York on 3 June 1994 in the presence of the Special Representative of the Secretary-General of the United Nations, in order to examine ways to find an end to the Haitian crisis.

The Security Council resumed its consideration of the item at its 3413th meeting, held on 31 July 1994, in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the United Nations Mission in Haiti (S/1994/828 and Add.1) and the report of the Secretary-General on the question of Haiti (S/1994/871).
