1. In 1997, following the submission by Ms. Kalliopi K. Koufa of a working paper on the question of terrorism and human rights (E/CN.4/Sub.2/1997/28), the SubCommission appointed her as Special Rapporteur to conduct a comprehensive study on the subject.
1- في عام 1997 وعقب تقديم السيدة كاليوبي ك. كوفا ورقة عمل عن مسألة الإرهاب وحقوق الإنسان (E/CN.4/Sub.2/1997/28)، عيّنتها اللجنة الفرعية كمقررة خاصة لإعداد دراسة شاملة عن الموضوع.

The international framework on counter-terrorism, through the principal anti-terrorism conventions, and resolutions of the Security Council, General Assembly and Commission on Human Rights impose obligations and issue instructions to States on the question of terrorism without there being a comprehensive definition of the term.
واتفاقيات مكافحة الإرهاب الرئيسية، وقرارات مجلس الأمن والجمعية العامة ولجنة حقوق الإنسان، التي تشكل الإطار الدولي لمكافحة الإرهاب، تفرض على الدول التزامات وتُصدر إليها تعليمات بشأن مسألة الإرهاب دون أن يكون ثمة تعريف شامل لـهذا المصطلح.

At its forty—sixth session, the Sub—Commission, in its resolution 1994/18, decided, in accordance with Commission on Human Rights resolution 1994/46, to entrust Mr. Saïd Naceur Ramadhane with the task of preparing a working paper on the question of terrorism and human rights, to be considered at its forty—seventh session.
255- اعتمدت اللجنة الفرعية في دورتها السادسة والأربعين القرار 1994/18 الذي قررت فيه، وفقاً لقرار لجنة حقوق الإنسان 1994/46، أن تعهد إلى السيد سعيد ناصر رمضان بمهمة إعداد ورقة عمل بشأن مسألة الإرهاب وحقوق الإنسان، وذلك للنظر فيها خلال دورتها السابعة والأربعين.

1. In its resolution 1996/20 of 29 August 1996, entitled “Human rights and terrorism”, the Sub-Commission on Prevention of Discrimination and Protection of Minorities decided to entrust Ms. Kalliopi K. Koufa with the task of preparing a working paper on the question of terrorism and human rights, to be considered at its forty-ninth session.
1- قررت اللجنة الفرعية لمنع التمييز وحماية الأقليات، في قرارها 1996/20 المؤرخ 29 آب/أغسطس 1996، والمعنون " حقوق الإنسان والإرهاب " ، أن تعهد إلى السيدة كاليوبي ك. كوفا بمهمة إعداد ورقة عمل بشأن مسألة الإرهاب وحقوق الإنسان، كي تنظر فيها اللجنة في دورتها التاسعة والأربعين.

At its fortysixth session, the SubCommission, in its resolution 1994/18, decided, in accordance with Commission on Human Rights resolution 1994/46, to entrust Mr. Saïd Naceur Ramadhane with the task of preparing a working paper on the question of terrorism and human rights, to be considered at its fortyseventh session.

128. At its forty-ninth session, the Sub-Commission had before it a working paper prepared by Ms. Kalliopi K. Koufa on the question of terrorism and human rights (E/CN.4/Sub.2/1997/28).
128- عُرِضت على اللجنة الفرعية في دورتها التاسعة والأربعين ورقة عمل أعدتها السيدة كاليوبي ك. كوفا بشأن مسألة الإرهاب وحقوق الإنسان (E/CN.4/Sub.2/1997/28).

121. At its forty-ninth session, the Sub-Commission had before it a working paper prepared by Ms. Kalliopi K. Koufa on the question of terrorism and human rights (E/CN.4/Sub.2/1997/28).
121- عُرضت على اللجنة الفرعية في دورتها التاسعة والأربعين ورقة عمل أعدتها السيدة كاليوبي ك. كوفا بشأن مسألة الإرهاب وحقوق الإنسان (E/CN.4/Sub.2/1997/28).

As reflected in these resolutions, the Commission has, since 1994, entertained the idea of entrusting the Sub-Commission with the task of preparing a study on the question of terrorism and human rights, See Commission resolution 1994/46 of 4 March 1994, para. 5 and Sub-Commission resolution 1994/18 of 25 August 1994, para. 3.
وكما ورد في هذه القرارات، فكرت اللجنة في أن تعهد إلى اللجنة الفرعية بمهمة إعداد دراسة بشأن مسألة الإرهاب وحقوق الإنسان(18)، والدليل يثبت بما لا يدع مجالاً للشك اهتمام هاتين الهيئتين بحقوق الإنسان بتوضيح حقوق الإنسان وآثار الإرهاب من الناحية المفاهيمية والأخلاقية والقانونية.

1. In its resolution 1996/20 of 29 August 1996, adopted without a vote, the SubCommission on Prevention of Discrimination and Protection of Minorities decided to entrust Ms. Kalliopi K. Koufa with the task of preparing, without financial implications, a working paper on the question of terrorism and human rights, to be considered at its fortyninth session.
1- قررت اللجنة الفرعية لمنع التمييز وحماية الأقليات، في قرارها 1996/20 المؤرخ 29 آب/أغسطس 1996 الذي اعتمدته دون تصويت، أن تعهد إلى السيدة كاليوبي ك. كوفا بمهمة القيام، دون أن تترتب على ذلك أية آثار مالية، بإعداد ورقة عمل بشأن مسألة الإرهاب وحقوق الإنسان لكي تنظر فيها اللجنة الفرعية في دورتها التاسعة والأربعين.

33. The Sub-Commission on the Promotion and Protection of Human Rights, at its forty-eighth session in 1996, requested Kalliopi Koufa (Greece) to prepare a working paper on the question of terrorism and human rights, and the following year it appointed her to serve as Special Rapporteur to conduct a comprehensive study on the issue.
33 - طلبت اللجنة الفرعية لتعزيز حقوق الإنسان وحمايتها في دورتها الثامنة والأربعين المعقودة في عام 1996، من كاليوبي كوفا (اليونان)، إعداد ورقة عمل عن مسألة الإرهاب وحقوق الإنسان، وفي السنة التالية عينتها مقررة خاصة لإجراء دراسة شاملة عن هذه المسألة.
