71. The Government provided information on the establishment of the National Commission on Truth and Reconciliation for the human rights violations that had taken place in the State between 11 September 1973 and 11 March 1990.

The Corporation was given the responsibility of collecting information and studying it in order to assess the cases of victims of human rights violations not settled by the National Commission on Truth and Reconciliation, owing to lack of information, and of assessing further complaints lodged with the Corporation for that purpose within fixed time-limits.

(a) A readjustable monthly allowance for the relatives of the victims mentioned in the report of the National Commission on Truth and Reconciliation and for others whom the Corporation considers to be in the same situation, on the basis of its case-assessment programme.

14. The general aim of this Corporation is laid down in article 1 of Act No. 19.123, which stipulates that " its function will be to coordinate, implement and promote the measures required to give effect to the recommendations contained in the report of the National Commission on Truth and Reconciliation " .

20. As far as truth is concerned, the first democratic Government set up the National Commission on Truth and Reconciliation (the Rettig Commission), which began work in April 1990, to investigate the situation of political prisoners who had disappeared and been executed during military rule.

Sir Nigel Rodley requested an explanation as to why the National Commission on Political Prisoners and Torture could not identify the perpetrators of acts of torture and wondered if it was for the same reason that the National Commission on Truth and Reconciliation was only allowed to concern itself with victims.
