2. The main purpose of the visit was to clarify the five matters identified in paragraph 75 of document S/1997/779, with a view to providing further assurance that the technically coherent picture of Iraq's clandestine nuclear programme is comprehensive and that the ongoing monitoring and verification activities of IAEA are tailored appropriately.

In large part, these difficulties can be ascribed to the fact that the Commission's ongoing monitoring and verification activities are taking it to sites it has not visited before and hence into contact with Iraqi personnel who have not previously had to deal with the Commission.
