ويغتنم الأمين العام هذه الفرصة ليذكِّر بأنه، بموجب الممارسة الدولية المتّبعة، يجوز لرؤساء الدول أو رؤساء الحكومات أو وزراء الخارجية دون غيرهم أن يوقِّعوا، بحكم منصبهم، معاهدة باسم الدولة دون إبراز تفويض كامل لهذا الغرض.
