التحفظات التي تُبدَى وقت التصديق على هذه الاتفاقية أو قبولها أو إقرارها أو الانضمام إليها يبدأ سريانها بالتزامن مع بدء نفاذ الاتفاقية فيما يخصُّ الطرف المعني.

2. Each State Party may at the time of signature or ratification of this Convention or accession thereto declare that it does not consider itself bound by paragraph 1 of this article.
2 - لأية دولة طرف أن تعلن، لدى توقيع هذه الاتفاقية أو تصديقها أو الانضمام إليها أنها لا تعتبر نفسها ملزمة بالفقرة 1 من هذه المادة.

وإذ تسلم بأهمية اعتماد مؤتمر الأطراف في الاتفاقية، فــي مقـــرره EM-I/3 المــؤرخ 29 كانون الثاني/يناير 2000()، لبروتوكول قرطاجنة للسلامة البيولوجية الملحق باتفاقية التنوع البيولوجي، وتوقيع مائــة وثلاثـــة من الأطــراف في الاتفاقيـــة على البروتوكول حتى 5 حزيران/يونيه 2001، والتصديق عليه أو الانضمام إليه من جانب تسعة أطراف حتى الآن،

A proposal was made to add a new paragraph after paragraph (3) in article 4, as follows: " Reservations made at the time of ratification, acceptance or approval of this Convention or accession thereto shall take effect simultaneously with the entry into force of this Convention in respect of the Party concerned. 55- اقتُرح إضافة الفقرة الجديدة التالية بعد الفقرة 3 في المادة 4: " يبدأ سريان التحفظات التي تُبدى وقت التصديق على هذه الاتفاقية أو قبولها أو إقرارها أو الانضمام إليها بالتزامن مع بدء نفاذ الاتفاقية فيما يخص الطرف المعني. "

457. The State of Qatar made an interpretative declaration regarding article 29, paragraph 2, of the Convention, which states: " Each State Party may at the time of signature or ratification of the present Convention or accession thereto declare that it does not consider itself bound by paragraph 1 of this article. The other States Parties shall not be bound by that paragraph with respect to any State Party which has made such a reservation. "
457- أبدت دولة قطر إعلاناً تفسيرياً بشأن المادة 29، الفقرة 2 من الاتفاقية التي جاء فيها " لأية طرف أن تعلن لدى توقيع هذه الاتفاقية أو التصديق أو الانضمام إليها لا تعتبر نفسها ملزمة بالفقرة 1 من هذه المادة ولا تكون الدول الأطراف الأخرى ملزمة بتلك الفقرة إزاء أية دولة طرف أبدى تحفظاً من هذا القبيل " .
