With respect to the draft articles on " Expulsion of aliens " , Cuba considers that the codification of the human rights of persons who have been or are being expelled would be useful, provided that such a codification is guided by the principle of comprehensive protection of the human rights of the person who has been or is being expelled, and does not infringe on the sovereignty of States.

With regard to draft article 8 (General obligation to respect the human rights of persons who have been or are being expelled), her delegation firmly believed that the establishment of a hierarchy among such rights should be avoided and that it would be extremely difficult to set out an exhaustive list of rights to be protected in the context of expulsion.
