In the light of its general recommendation XIX on the prevention, prohibition and eradication of racial segregation and apartheid, the Committee recalls that racial segregation can also arise without any initiative or direct involvement by the public authorities and encourages the State party to continue monitoring all trends which may give rise to racial or ethnic segregation and take measures to minimize the resulting negative consequences.
تُُذكِّر اللجنة، في ضوء توصيتها العامة التاسعة عشرة المتعلقة بمنع وحظر واستئصال العزل العنصري والفصل العنصري، بأن " العزل العنصري يمكن أيضاً أن ينشأ دون أي مبادرة أو مشاركة مباشرة من جانب السلطات العامة " وهي تشجع الدولة الطرف على مواصلة رصد جميع الاتجاهات التي يمكن أن تؤدي إلى عزل عنصري أو عرقي وعلى اتخاذ تدابير للتقليل إلى أدنى حد من الآثار السلبية الناتجة عن ذلك.

In its general recommendation No. 19 (1995) on article 3 of the Convention, CERD affirmed that " ... a condition of partial segregation may also arise as an unintended byproduct of the actions of private persons " and that " ... a condition of racial segregation can also arise without any initiative or direct involvement by the public authorities " .
وقد أكدت اللجنة، في توصيتها العامة رقم 19(1995) بشأن المادة 3 من الاتفاقية، ما يلي: " ... فإن وضعاً يُمارَس فيه العزل الجزئي يمكن أن ينشأ أيضاً كناتج عرضي غير مقصود لتصرفات الأفراد " وأنه " ... يمكن أيضاً أن ينشأ وضع من أوضاع العزل العنصري دون أي مبادرة أو مشاركة مباشرة من جانب السلطات العامة " ().
