1- يقوم الرئيس، بالإضافة إلى ممارسة الصلاحيات المنوطة به في مواضع أخرى من هذا النظام الداخلي، بإعلان افتتاح ورفع كل جلسة من جلسات مجلس الإدارة، وبإدارة المناقشة، وبضمان مراعاة أحكام هذا النظام الداخلي، وبإعطاء الحق في الكلام، وبطرح المسائل للتصويت وبإعلان القرارات.

1 - يتولَّى الرئيس، إضافة إلى ممارسة السلطات المخوَّلة إليه في مواضع أخرى من هذا النظام الداخلي، رئاسة جلسات المؤتمر العامة، وإعلان افتتاح كل جلسة واختتامها، وإدارة المناقشات، وضمان مراعاة أحكام هذا النظام، وإعطاء حق التكلُّم، وطرح المسائل أمام المؤتمر لاتخاذ قرارات بشأنها وإعلان تلك القرارات.

المادة ٧١ ١ - يقوم رئيس المؤتمر ، بالاضافة الى ممارسة السلطات المخولة له في مواضع أخرى من هذا النظام ، برئاسة الجلسات العامة للمؤتمر ، واعلان افتتاح واختتام كل جلسة منها ، وادارة المناقشات ، واعطاء الحق في الكلام ، وطرح المسائل للتصويت ، واعلان القرارات .
