In the light of their respective situations, the affected country Parties of the region may take account, inter alia, of the following thematic issues in developing their national strategies for action to combat desertification and/or mitigate the effects of drought, pursuant to article 5 of the Convention:
يجوز لﻷطراف من البلدان المتأثرة في المنطقة، كل على ضوء حالتها، أن تضع في الحسبان، في جملة أمور، القضايا الموضوعية التالية عند وضع استراتيجيات العمل الوطنية الخاصة بها لمكافحة التصحر و/أو تخفيف آثار الجفاف، عملا بالمادة ٥ من الاتفاقية:

(ii) Identify and analyse the efficiency and effectiveness of measures taken by the Parties and stakeholders with a view to focusing on activities that meet the needs of people living in affected areas and enhancing measures to combat desertification and/or mitigate the effects of drought;
`2` تحديد وتحليل مدى كفاءة وفعالية التدابير التي تتخذها الأطراف وأصحاب المصلحة بهدف التركيز على الأنشطة التي تلبي احتياجات الناس الذين يعيشون في المناطق المتضررة، وتعزيز التدابير الرامية إلى مكافحة التصحر و/أو التخفيف من آثار الجفاف؛

25. The basic objective of the NAPs is to identify factors that contribute to degradation and desertification, and to identify measures to combat and/or mitigate the effects of drought.
