As “sects” or “new religious movements” do sometimes commit abuse, the authorities are right to be concerned and it is their duty to take action to enforce the law.
وقد ترتكب " الملل " أو " الحركات الدينية الجديدة " تجاوزات تثير عن حق مخاوف السلطات وتحملها مسؤولية التصرف من أجل السهر على احترام القانون.

94. Against the background of a highly emotional international debate on sects or new religious movements, a debate which is not without interest for all the parties concerned, there is, as the Jehovah's Witnesses and the Mormons have observed, total confusion in which all groups and communities in the field of religion and belief are generally considered to be dangerous and using religion for other ends, whether financial or criminal.

92. With regard to minorities, the question of " sects " or " new religious movements " is very timely and sensitive, as shown by the numerous communications from the Special rapporteur on this subject.

The question of sects or new religious movements, or movements claiming to be such, is dealt with by the Pontifical Council for InterReligious Dialogue, the Congregation for the Evangelization of Peoples, the Pontifical Council for Promoting Christian Unity and the Pontifical Council for Culture.

155. The Pontifical Council for Inter-Religious Dialogue said that the Vatican's objective was not to combat " sects " or " new religious movements " , for instance through defamatory campaigns, but instead to offer training and education to Christians.

As the Special Rapporteur's reports, including mission reports, have shown, the issue of “sects” or “new religious movements”, is complicated by the fact that international human rights instruments provide no definition of the concept of religion and do not mention the concepts of sect and new religious movement.

Typical target groups are members of immigrant religious communities or new religious movements who are often stigmatized as not fitting into the prevailing religious and national makeup of the country or even characterized as potential traitors.

90. The issue of sects or new religious movements needs to be clarified as soon as possible in order to prevent situations such as the current one characterized by confusion, hasty conclusions and generalizations, all of which adversely affect the religions and beliefs that abide by the rule of law, the victims and human rights.

In his conclusions and recommendations, the Special Rapporteur pointed out that although there was a decline in anti-religious State policies and the manipulation of religion in the interest of a political ideology, an upsurge of State policies directed against minorities in matters of religion and belief, and in particular against unrecognized minorities, namely, sects or new religious movements, was noticed.

35. In his daily work, the Special Rapporteur regularly receives complaints of serious violations of freedom of religion or belief in relation to conversion in the four subcategories mentioned in the previous section. Typical targets include converts and their families or members of minorities or new religious movements who are subjected to pressure to convert or reconvert to mainstream religions or beliefs.
