29- وفي ما يتعلق بالخسائر المتصلة بعقود لم يكن العراق طرفاً فيها، يمكن لصاحب المطالبة أن يثبت وقوع خسارة مباشرة إذا كان قادراً على أن يثبت أن غزو العراق واحتلاله للكويت أو انهيار النظام المدني في العراق أو الكويت إثر غزو العراق، قد سبب قيام صاحب المطالبة بإجلاء الموظفين اللازمين لتنفيذ العقد.

A well coordinated policy within the framework of the United Nations can help to achieve peaceful solutions to the conflicts that are threatening stability in different areas of the world and to enable democracy to take root where it has never existed before, or where it has been eliminated by war, dictatorship or the breakdown of civil society.
ويمكن أن تساعد السياسة حسنة التنسيق داخل إطار الأمم المتحدة على التوصل إلى حلول سلمية للصراعات التي تهدد الاستقرار في مختلف مناطق العالم، وأن تمكّن الديمقراطية من أن تترسخ حيثما لم يكن لها وجود من قبل أو حيثما أدت إلى اندثارها الحرب أو الديكتاتورية أو انهيار المجتمع المدني.
