It further recommended that the State party undertake " all appropriate measures " to ensure that budgetary allocation is provided to services for children, particularly in the areas of education and health, and that priority attention is paid to the protection of the rights of children belonging to the most disadvantaged groups, including akhdam children and children who are forced to live and/or work in the streets.

The Committee on the Rights of the Child has expressed deep concern about the situation of internally displaced persons and has observed with regard to the Philippines that the large and growing number of children who, owing to, inter alia, rural exodus, are forced to live and/or work in the streets, are deprived of their fundamental rights and exposed to various forms of exploitation (CRC/C/15/Add.29).
٤٤- وأعربت لجنة حقوق الطفل عن قلقها البالغ ازاء حالة اﻷشخاص المشردين داخليا ولاحظت، فيما يخص الفلبين، أن هناك أعدادا كبيرة ومتنامية من اﻷطفال الذين يضطرون بسبب الهجرة من المناطق الريفية وغيرها من اﻷسباب، الى العيش و/أو العمل في الشوارع وان هؤلاء محرومون من حقوقهم اﻷساسية ومعرضون لمختلف أشكال الاستغلال )CRC/C/15/Add.29(.

(21) ويساور اللجنة قلق أيضاً بشأن ما تلقته من معلومات تفيد باستغلال الأطفال في العمل في الدولة الطرف، رغم اعترافها بما بذله البلد من جهود من أجل تقديم المساعدة للأطفال الذين يعيشون أو يعملون في الشوارع (المادتان 23 و24).

477. Whenever a parent is found to be neglectful, as in the case of children who beg or work in the streets and are brought under police custody, the child is returned home and the parents are admonished by the Barangay Council for the Protection of Children (Art. 61, Child and Youth Welfare Code).
477- حيثما يتبين إهمال أحد الوالدين، كما هو الحال بالنسبة للأطفال الذين يتسولون أو يعملون في الشوارع ويُسلّمون إلى الشرطة، فإن الطفل يعاد إلى بيته ويقوم مجلس حماية الأطفال التابع للبلدة/القرية/الحي (بارانغاي) (المادة 61 من قانون رعاية الأطفال والشباب) بتنبيه الوالدين.
