More particularly with regard to operative paragraph 11, while we appreciate the need for preparations of a practical nature for the Organization OF THE TRIBUNAL and the establishment of its library, annex VI, article 12, deals very specifically with the Tribunal's power to appoint its Registrar and other officers and staff.
