The terms of participation in such organization or arrangement shall not preclude such States from membership or participation; nor shall they be applied in a manner which discriminates against any State or group of States having a real interest in the fisheries concerned.
ولا تمنع أحكام الاشتراك في تلك المنظمة أو ذلك الترتيب أن تمنع الدول من العضوية أو الاشتراك، ولا تطبق تلك اﻷحكام بشكل يكون فيه تمييز ضد أي دولة أو مجموعة من الدول تكون لها مصلحة حقيقية في مصائد اﻷسماك المعنية.

4. Only those States which are members of such an organization or participants in such an arrangement, or which agree to apply the conservation and management measures established by such organization or arrangement, shall have access to the fishery resources to which those measures apply.
٤ - لا يكون الوصول الى موارد مصائد اﻷسماك التي تنطبق عليها تلك التدابير متاحا إلا للدول اﻷعضاء في تلك المنظمة أو المشتركة في ذلك الترتيب، أو التي توافق على تطبيق تدابير الحفظ واﻹدارة التي تضعها تلك المنظمة أو ذلك الترتيب.

The terms of participation in such organization or arrangement shall not preclude such States from membership or participation; nor shall they be applied in a manner which discriminates against any State or group of States having a real interest in the fisheries concerned.

12. Only those States that participate in the work of a regional fisheries management organization or arrangement, or that otherwise cooperate with the applicable conservation and management measures, should have access to the regulated fishery.
٢١ - تقتصر امكانية الوصول لمصائد اﻷسماك المشمولة بالتنظيم على الدول التي تشارك في أعمال منظمة أو ترتيبات إقليمية ﻹدارة مصائد اﻷسماك أو تلك التي تتعاون بطريقة أخرى مع تدابير الحفظ والادارة المطبقة.

19. In establishing a regional fisheries management organization or arrangement in respect of an enclosed or semi-enclosed sea, States shall comply with the provisions of article 123 of the United Nations Convention on the Law of the Sea.
٩١ - لدى إنشاء منظمة أو ترتيبات إقليمية ﻹدارة مصائد اﻷسماك فيما يتعلق ببحر مغلق أو شبه مغلق، تمتثل الدول ﻷحكام المادة ١٢٣ من اتفاقية اﻷمم المتحدة لقانون البحار.

20. In giving effect to their duty to cooperate by participating in the work of the regional or subregional fisheries management organization or arrangement, States shall:
٠٢ - تقوم الدول، في إطار تنفيذ واجبها في التعاون بالمشاركة في أعمال منظمة أو ترتيبات إدارة مصائد اﻷسماك الاقليمية أو دون الاقليمية، بما يلي:

(d) the mechanisms by which the organization or arrangement will obtain scientific advice and review the status of the stock(s) in question including, where appropriate, the establishment of a scientific advisory body.
)د( اﻵليات التي تستخدمها المنظمة أو الترتيبات المعنية للحصول على المشورة العلمية واستعراض حالة الرصيد ذي الصلة )اﻷرصدة ذات الصلة( بما في ذلك إنشاء هيئة استشارية علمية عند الاقتضاء.

States that were members of more than one organization or arrangement were urged to contribute to the necessary consistency among them.
