In this regard, it refers the State party to its general recommendations Nos. 1 (1972) on States parties obligations, 7 (1985) on legislation to eradicate racial discrimination and 15 (1993) on organized violence based on ethnic origin.

Bearing in mind its general recommendation 15 (1993) on organized violence based on ethnic origin and general recommendation 7 (1985) relating to the legislation to eradicate racial discrimination, the Committee recommends that the State party take the necessary steps to satisfy the requirements of article 4 (b) of the Convention.
إن اللجنة، إذ تأخذ في الاعتبار توصيتها العامة 15(1993) بشأن العنف المنظم القائم على أساس الأصل الإثني وتوصيتها العامة 7(1985) بشأن سن تشريعات للقضاء على التمييز العنصري، توصي بأن تتخذ الدولة الطرف التدابير اللازمة لتلبية متطلبات الفقرة (ب) من المادة 4 من الاتفاقية.

In its general recommendation No. 15 (1993) on organized violence based on ethnic origin, the Committee specifically requires States parties to penalize dissemination of ideas based upon racial superiority or hatred, incitement to racial hatred, acts of violence against any race or group of persons of another colour or ethnic origin, and incitement to, or financing of, such acts.

In accordance with its general recommendations No. 7 (1985) on legislation to eradicate racial discrimination (art. 4), No. 15 (1993) on organized violence based on ethnic origin (art. 4), No. 27 (2000) on discrimination against Roma and No. 30 (2005) on discrimination against non-citizens, the Committee recommends that the State party:

In line with its general recommendation No. 15 (1993) on organized violence based on ethnic origin, the Committee urges the State party to exercise due vigilance and readiness in proceeding against such organizations at the earliest moment and to penalize and prosecute the financing and participation in their activities.
وتحث اللجنة الدولة الطرف، عملاً بتوصيتها العامة رقم 15(1993) المتعلقة بالعنف المنظم القائم على الأصل الإثني، على توخي الحذر اللازم وعلى أن تكون مستعدة لاتخاذ إجراءات ضد مثل هذه المنظمات في أبكر وقت ممكن ومعاقبة وملاحقة الجهات التي تمول أنشطتها وتشترك فيها.
