والصيغة المقترحة هي: " يتعين على كل دولة طرف أن تسعى إلى وضع مشاريع وبرامج مشتركة مع دول أطراف أخرى من أجل زيادة تعزيز أوجه الاستخدام السلمي للفضاء الخارجي بما يعود بالنفع على البشرية جمعاء " .
