The Ministers stressed that while Member States have conferred on the Security Council primary responsibility for the maintenance of international peace and security pursuant to Article 24 (1) of the UN Charter and in carrying out its duties under this responsibility, the Council acts on their behalf.
79 - شدَّد الوزراء على أنه في حين خوَّلت الدول الأعضاء مجلس الأمن المسؤولية الأولى للحفاظ على السلم والأمن الدوليين تنفيذاً للمادة 24 (1) من ميثاق الأمم المتحدة والقيام بواجباته بموجب هذه المسؤولية، إلاّ أن المجلس يقوم بذلك نيابة عنهم.

Article 24 of the Charter records the agreement that, in carrying out its duties under this responsibility the Council acts on behalf of the Members of the United Nations.
وتسجل المادة الرابعة والعشرون من الميثاق الاتفاق على أن يعمل المجلس نائبا عن أعضاء اﻷمم المتحدة في قيامه بواجباته التي تفرضها عليه هذه التبعات.

Guided by Article 24 of the United Nations Charter, which states that the Security Council, in carrying out its duties under its primary responsibility, acts on behalf of all Member States, Kazakhstan favours the enlargement of the Security Council to ensure equitable geographical representation and the effective and efficient functioning and transparency of the Security Council.
واسترشادا بالمادة ٢٤ من ميثاق اﻷمم المتحدة، التي تقضي بأن مجلس اﻷمن، في قيامه بواجباته التي تفرضها عليه مسؤوليته اﻷولى، إنما يعمل نائبا عن جميع الدول اﻷعضاء، فإن كازاخستان تؤيد توسيع نطاق عضوية مجلس اﻷمن ضمانا للتمثيل الجغرافي العادل ولﻷداء الكفء الفعال، والشفافية في عمل مجلس اﻷمن.

81 - شدّد رؤساء الدول والحكومات على أنه في الوقت الذي خولت الدول الأعضاء مجلس الأمن المسؤولية الأولى للحفاظ على السلم والأمن الدوليين تنفيذا للمادة 24 (1) من ميثاق الأمم المتحدة والقيام بواجباته بموجب هذه المسؤولية، إلا أن المجلس يقوم بذلك نيابة عنهم.
