In this historic resolution the Assembly declared that " peoples and nations " had a right to permanent sovereignty over their natural wealth and resources and that violation of this right was contrary to the spirit and principles of the Charter and hindered the development of international cooperation and the maintenance of peace.
فقد أعلنت الجمعية العامة في هذا القرار التاريخي، أن " للشعوب والأمم " الحق في السيادة الدائمة على ثرواتها ومواردها الطبيعية. وأن خرق هذا الحق يتنافى وروح ميثاق الأمم المتحدة ومبادئه ويعرقل تطوير التعاون الدولي والحفاظ على السلم.

4. Confirms that the right of the Palestinian people to permanent sovereignty over their natural wealth and resources must be used in the interest of their national development, the well-being of the Palestinian people and as part of the realization of their right to self-determination;

Also recalling its resolution 1803 (XVII) of 14 December 1962, in which it declared that the right of peoples and nations to permanent sovereignty over their natural wealth and resources must be exercised in the interest of their national development and of the well-being of the people of the State concerned,

167. The United Nations General Assembly for its part has regularly reiterated the principle set out in resolution 1803 (XVII) of 14 December 1962 whereby " The right of peoples and nations to permanent sovereignty over their natural wealth and resources must be exercised in the interest of their national development and of the well-being of the people of the State concerned. "
٧٦١- وقد أعادت الجمعية العامة لﻷمم المتحدة التأكيد بانتظام على المبدأ الذي أرساه قرارها ٣٠٨١ )الدورة ٧١( المؤرخ في ٤١ كانون اﻷول/ديسمبر ٢٦٩١، والقائل بأنه " يتوجب أن تتم ممارسة حق الشعوب واﻷمم في السيادة الدائمة على ثرواتها ومواردها الطبيعية لمصلحة انمائها القومي ورفاه شعب الدولة المعنية " .

Furthermore, the General Assembly adopted a resolution on " Permanent sovereignty over natural resources " declaring, inter alia, that the aim of international cooperation is " ... to further their [developing countries' ] independent national development and shall be based upon respect for their sovereignty over their natural wealth and resources ... " .
وبالإضافة إلى ذلك، اتخذت الجمعية العامة قرارا بشأن " السيادة الدائمة على الموارد الطبيعية " (122) أعلنت فيه، في جملة أمور، أن الهـدف من التعاون الدولي هو " ... أن يكون مشجعا للتنمية الوطنية المستقلة ]للبلدان النامية[ وأن يقوم على أساس احترام سيادتها على ثرواتها ومواردها الطبيعية... " .

It was necessary to adopt resolution 1803 (XVII) on permanent sovereignty over natural resources in 1962, paragraph 1 of which declares: " The right of peoples and nations to permanent sovereignty over their natural wealth and resources must be exercised in the interest of their national development and of the well-being of the people of the State concerned. "
وكان من الضروري اعتماد القرار 1803 (د-17) لعام 1962 بشأن السيادة على الموارد الطبيعية الذي يعلن: " وجوب استعمال حق الشعوب والأمم في السيادة الدائمة على ثرواتها ومواردها الطبيعية وفقاً لمصلحة إنمائها القومي ورفاه شعب الدولة المعنية " .

2. It had been affirmed in the aforementioned resolution that a democratic and equitable international order required the realization of the right of all peoples to self-determination, by virtue of which they could freely determine their political status and freely pursue their economic, social and cultural development; and the right of peoples and nations to permanent sovereignty over their natural wealth and resources.
2 - ومضى قائلا إنه قد جرى التأكيد في القرار السالف الذكر على أن إقامة نظام دولي ديمقراطي ومنصف يستلزم إعمال حق جميع الشعوب في تقرير المصير، بما يمكنها من أن تقرر بحرية مركزها السياسي وتسعى بحرية إلى تحقيق تنميتها الاقتصادية والاجتماعية والثقافية؛ وحق الشعوب والأمم في السيادة الدائمة على ثرواتها ومواردها الطبيعية.
