I have the honour to transmit annexed hereto a letter dated 26 June 1997 addressed to you by His Excellency Mr. Koffi Panou, the Minister for Foreign Affairs and Cooperation of the Togolese Republic, subsequent to the Conference of Chiefs of State and Heads of Government of the West African Economic and Monetary Union (WAEMU) held at Lomé on 23 June 1997.
