It is our considered view that the costs imposed by the Malaysian courts within the meaning of the ICJ advisory opinion include all legal expenses imposed on Dato’ Param Cumaraswamy by virtue of the court orders and proceedings in the Malaysian courts.

Harsh to begin with, many of these laws have either been amended in a positive sense or repealed, an improvement that the Working Group commends highly, as did the Special Rapporteur on the independence of judges and lawyers, Param Cumaraswamy, in his report (E/CN.4/1998/39/Add.1) on his visit to Peru in September 1996.
