The participating CIS States recognized the need for measures to facilitate the integration of lawful migrants and to curtail xenophobia and discrimination and affirmed that they would strive to ensure access to proper travel documentation, enhance capacity to issue secure travel documents and visas, harmonize travel document requirements within the region, and detect false documentation in the interest of national and international security.
