Background: The COP, at its fourth session, adopted a decision aimed at strengthening the global observing systems for climate, including an invitation to the agencies participating in the Climate Agenda, through the Global Climate Observing System secretariat, to undertake various activities to this end (decision 14/CP.4).
75- خلفية: اعتمد مؤتمر الأطراف، في دورته الرابعة، مقرراً يهدف إلى تعزيز نظم المراقبة العالمية للمناخ ويتضمن دعوة موجهة إلى الوكالات المشتركة في جدول أعمال المناخ للقيام، عن طريق أمانة النظام العالمي لمراقبة المناخ، بتنفيذ أنشطة مختلفة لهذه الغاية (المقرر 14/م أ-4).

The SBSTA, at its tenth session, invited the agencies participating in the Climate Agenda, through the GCOS secretariat, to report to the SBSTA at its eleventh session, on their actions and plans, in accordance with decision 14/CP.4.
76- ودعت الهيئة الفرعية للمشورة العلمية والتكنولوجية، في دورتها العاشرة، الوكالات المشتركة في جدول أعمال المناخ إلى القيام، من خلال أمانة النظام العالمي لمراقبة المناخ، بتقديم تقرير إلى الهيئة الفرعية للمشورة العلمية والتكنولوجية في دورتها الحادية عشرة عن إجراءاتها وخططها، وفقاً للمقرر 14/م أ-4.

The SBSTA may wish to consider the information provided in the annex, to express appreciation to the organizations participating in the Climate Agenda for the preparation of the report and to consider, and as appropriate, endorse some or all of the recommendations contained therein and to report to COP 4 accordingly.
٤- وقد تود الهيئة الفرعية للمشورة العلمية والتكنولوجية أن تنظر في المعلومات المقدمة في المرفق، وتعرب عن تقديرها للمنظمات المشتركة في جدول أعمال المناخ ﻹعداد هذا التقرير وتنظر، حسب الاقتضاء، في تأييد بعض أو كل التوصيات الواردة فيه وتقدم بناء على ذلك تقريراً إلى مؤتمر اﻷطراف الرابع.

It may also wish to invite the organizations participating in the Climate Agenda to keep the SBSTA informed of developments regarding observational networks, particularly difficulties encountered, inter alia, with respect to the needs of developing countries.
٥- وقد تود الهيئة الفرعية أيضاً أن تدعو المنظمات المشتركة في جدول أعمال المناخ إلى إطلاع الهيئة باستمرار على التطورات المتعلقة بشبكات المراقبة، وخاصة الصعوبات المصادفة فيما يتصل بجملة أمور منها احتياجات البلدان النامية.

The SBSTA invited the agencies participating in the Climate Agenda, in consultation with the Convention secretariat, to assess options for synthesizing national plans and programmes for systematic observation of the climate system, for example by drawing on the expertise of GCOS and/or using the roster of experts, and to report to the SBSTA at its eleventh session;
