4. If the Council of Members finds that a Member has committed a breach of this Agreement, it may either impose on that Member sanctions, ranging from a simple warning to the suspension of the Member's right to participate in decisions of the Council of Members until it has met its obligations, or, in accordance with the procedure laid down in article 45, exclude the Member from participation in the Agreement.
4- إذا تبين لمجلس الأعضاء أن عضواً ما قد أخل بهذا الاتفاق، فيجوز لـه أن يطبق على هذا العضو عقوبات قد تتراوح بين الإنذار البسيط وتعليق حق العضو في المشاركة في قرارات مجلس الأعضاء إلى أن يفي بالتزاماته، أو استبعاد العضو من الاشتراك في الاتفاق وفقاً للإجراء المنصوص عليه في المادة 45.

It was noted that the continuing dialogue in 2009 had stressed the importance of capacity-building and its potential role in promoting wider participation in the Agreement, the importance of the Agreement as a norm-setting instrument and the need to increase participation in the Agreement in order to achieve universality.

Some delegations were of the view that the joint statement on the benefits of adherence to the Agreement Governing the Activities of States on the Moon and Other Celestial Bodies by States parties to the Agreement (A/AC.105/C.2/L.272, annex) provided a useful analysis of the benefits offered by participation in the Agreement Governing the Activities of States on the Moon and Other Celestial Bodies.
