As a result of the debate on this topic, the General Assembly, in its resolution 55/7 of 20 October 2000 on oceans and the law of the sea, the first to use the expression " capacity-building " , underlined the particular relevance of capacity-building for developing countries, in particular least developed countries and small island developing States.
