12. Encourages developing countries, particularly African countries and the least developed countries, to mobilize domestic and external resources for poverty eradication activities and programmes and to facilitate their full and effective implementation;
١٢ - تشجع البلدان النامية، ولا سيما البلدان اﻷفريقية وأقل البلدان نموا، على تعبئة الموارد المحلية والخارجية ﻷنشطة وبرامج القضاء على الفقر ولتيسير تنفيذها تنفيذا كاملا وفعالا؛

18. Reaffirms that the international community, including multilateral financial institutions, should consider further measures to facilitate the access of developing countries, particularly African countries and the least developed countries, to international markets, in order to enable them to implement fully and effectively their national anti-poverty activities and programmes;

Official development assistance (ODA) is a small proportion of a country's total resources for development, but is a significant source of external resources for many developing countries, particularly African countries and the least developed countries. As such, it can play an important complementary and catalytic role in promoting economic growth.
٦٦ - تمثل المساعدة اﻹنمائية الرسمية نسبة صغيرة من مجموع موارد البلد المخصصة للتنمية، إلا أنها مصدر مهم للموارد الخارجية في كثير من البلدان النامية ولا سيما البلدان اﻷفريقية وأقل البلدان نموا، ومن ثم يمكن أن تقوم، بدور تكميلي وحفاز مهم في تعزيز النمو الاقتصادي.
