The Parties are bound by that Convention under jus cogens and customary international law.
كما أن اﻷطراف ملزمة بتلك الاتفاقية بموجب اﻷحكام اﻵمرة والقانون الدولي العرفي.

3. Calls for unimpeded access for international humanitarian relief efforts in the region, in particular in all areas affected by the conflict in order to alleviate the suffering of the civilian population and reaffirms that all Parties are bound to comply with the principles and rules of international humanitarian law;
٣ - يدعو إلى إتاحة وصول أنشطة اﻹغاثة الانسانية الدولية دون عائق إلى المنطقة، وبصفة خاصة إلى جميع المناطق المتأثرة بالنزاع، من أجل التخفيف من معاناة السكان المدنيين، ويؤكد من جديد أن جميع اﻷطراف ملزمة بالامتثال لمبادئ القانون الانساني الدولي وقواعده؛

11. Calls once again for unimpeded access for international humanitarian relief efforts in the region, in particular in all areas affected by the conflict, in order to alleviate the increased suffering of the civilian population and reaffirms that all Parties are bound to comply with the principles and rules of international humanitarian law;
١١ - يدعو مرة أخرى إلى إتاحة وصول جهود الاغاثة الانسانية الدولية دون عوائق الى المنطقة، ولا سيما الى جميع المناطق المتضررة من النزاع، لتخفيف المعاناة المتزايدة للسكان المدنيين ويؤكد من جديد على أن جميع اﻷطراف ملزمة بالامتثال لمبادئ وقواعد القانون الانساني الدولي؛

It provides that when States Parties are bound by a bilateral treaty, the treaty applies unless the parties to a request agree to apply the provisions of the United Nations Convention.
فهي تنصّ على أنه عندما تكون الدول الأطراف مرتبطة بمعاهدة ثنائية تنطبق تلك المعاهدة ما لم يتفق طرفا الطلب على تطبيق أحكام اتفاقية الأمم المتحدة.
