Paragraph 3 of Article 7 of the Montreal Protocol provides that all parties are required to report data for a given year to the Secretariat not later than nine months after the end of that year.

35. Pursuant to article 6, paragraph 2 (b), of the Migrants Protocol, States parties are required to establish as a criminal offence participation as an accomplice in the main Protocol offences and, if it is not contrary to the basic concepts of their legal systems, in the acts of procuring, providing or possessing fraudulent travel or identity documents for the purpose of enabling the smuggling of migrants.
