2. In order to assist the States parties in fulfilling their obligations under article 18, the Committee recommends that the States parties follow general guidelines as to the form, content and date of reports.

2. In order to assist States parties in fulfilling their obligations under article 19, the Committee has adopted the following general guidelines as to the form and content of initial reports.

The Committee declared that general recommendation No. 32 was intended to provide practical guidance on the meaning of special measures under the Convention, to assist States parties in fulfilling their obligations under the Convention, including reporting obligations.

34. In its summary report at COP 5, the Chair of the AHGE stated that any procedure or institutional mechanism to resolve questions on implementation should be facilitative and non-confrontational in character and should assist the parties in fulfilling their obligations under the Convention.

19. Encourages the Office of the High Commissioner to work with the agencies, funds and programmes of the United Nations system and United Nations country teams, in line with their respective mandates and at the request of States parties, to assist States parties in fulfilling their obligations under international human rights treaties through:

The performance of the centres should be judged not only on results of technical assistance to Parties in a defined region, but also on the effective cooperation, collaboration and synergies established in advancing activities to assist parties in fulfilling their obligations under the Stockholm Convention as well as other multilateral environment agreements;
