" ٣ - تحث الدول اﻷطراف في أي نزاع على القيام بأكثر السبل فعالية باستخدام الطرق الحالية لتسوية المنازعات؛

parties to any dispute shall immediately establish contact and negotiate to prevent the outbreak of a conflict and to settle the dispute in accordance with the principles enshrined in this Declaration as well as in the Charter of the United Nations and international law.
وتقيم اﻷطراف في أي نزاع اتصالا وتتفاوض على الفور لمنع اندلاع صراع ولتسوية النزاع وفقا للمبادئ الواردة في هذا اﻹعلان وكذا الواردة في ميثاق اﻷمم المتحدة والقانون الدولي.

“1. Reaffirms the duty of States to find peaceful means by which to settle any dispute before it is likely to cause a threat to the maintenance of international peace and security, and encourages States parties to any dispute to endeavour to settle it as early as possible;
" ١ - تؤكد من جديد أن من الواجب على الدول أن تجد وسائل سليمة لتسوية أي نزاع قبل ما قد يسببه من تهديد لصون السلم واﻷمن الدوليين، وتشجع الدول اﻷطراف في أي نزاع على السعي لتسويته في أبكر وقت ممكن؛

“5. Encourages States parties to any dispute to make use of the experts whose names appear, for the purpose of providing fact-finding services, in the register set up by the Secretary-General pursuant to paragraph 4 of its resolution 2329 (XXII);
" ٥ - تشجع الدول اﻷطراف في أي نزاع على استخدام الخبراء الواردة أسماؤهم، فيما يتعلق بأغراض توفيـر خدمــات تقصي الحقائـق، فـي السجـل الذي وضعه اﻷمين العــــام عملا بالفقرة ٤ من قراره ٢٣٢٩ )د - ٢٢(؛

Article 33, paragraph 1, of the Charter of the United Nations provides that the parties to any dispute shall first of all seek a peaceful solution by negotiation, enquiry, mediation, conciliation, arbitration, judicial settlement, resort to regional agencies or arrangements or other peaceful means of their choice.
وتنص الفقرة 1 من المادة 33 من ميثاق الأمم المتحدة على أنه يجب على أطراف أي نزاع أن يلتمسوا حله بادئ ذي بدء بطريق المفاوضة والتحقيق والوساطة والتوفيق والتحكيم والتسوية القضائية، وأن يلجأوا إلى الوكالات والتنظيمات الإقليمية أو غيرها من الوسائل السلمية التي يقع عليها اختيارها.

“4. Reminds States parties to any dispute of the possibility of making use of the Panel for Inquiry and Conciliation set up by the General Assembly in its resolution 268 D (III) as one means of complying with their obligations under Article 33 of the Charter of the United Nations;
" ٤ - تذكﱢر الدول اﻷطراف في أي نزاع بإمكانية استخدام الفريق المعني بالتحقيق والتوفيق، الذي شكﱠلته الجمعية العامة بموجب قرارها ٢٦٨ دال )د - ٣(، كوسيلة من وسائل الامتثال لالتزاماتها بموجب المادة ٣٣ من ميثاق اﻷمم المتحدة؛

Israel has repeatedly expressed its willingness to implement Security Council resolution 425 (1978), which was adopted under Chapter VI of the Charter, in its entirely. Chapter VI specifically calls on the parties to any dispute to first seek a solution by negotiation.
وقد أبدت اسرائيل مرارا وتكرارا رغبتها في تنفيذ قرار مجلس اﻷمن ٥٢٤ )٨٧٩١( الذي اعتمد بموجب الفصل السادس من الميثاق في مجمله، وهو الفصل الذي يدعو تحديدا، اﻷطراف في أي نزاع إلى السعي أولا إلى حله عن طريق التفاوض.

" The parties to any dispute, the continuance of which is likely to endanger the maintenance of international peace and security, shall, first of all, seek a solution by negotiation, enquiry, mediation, conciliation, arbitration, judicial settlement, resort to regional agencies or arrangements, or other peaceful means of their own choice " ;
يجب على أطراف أي نزاع من شأن استمراره أن يعرض حفظ السلم واﻷمن الدولي للخطر أن تلتمس حله بادئ ذي بدء بطريق المفاوضة والتحقيق والوساطة والتوفيق والتحكيم والتسوية القضائية، أو أن تلجأ إلى الوكالات والتنظيمات اﻹقليمية أو غيرها من الوسائل السلمية التي يقع عليها اختيارها... " ؛

For instance, Article 33, paragraph 1, of the Charter of the United Nations provided that " the parties to any dispute, the continuance of which is likely to endanger the maintenance of international peace and security, shall, first of all, seek a solution by negotiation " .
فمثلا تنص الفقرة ١ من المادة ٣٣ من ميثاق اﻷمم المتحدة، على أنه " يجب على أطراف أي نزاع من شأن استمراره أن يعرض حفظ السلم واﻷمن الدوليين للخطر أن تلتمس حله بادئ ذي بدء بطريق المفاوضة " .
