23. Article 27 (1)(e) of the Convention obliges States Parties to exchange information on criminal means and methods used.

2. Background: The SBSTA, at its twenty-eighth session, agreed to receive relevant information from the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO) in order to enable Parties to exchange views on this matter during the twenty-ninth, thirtieth and thirty-first sessions of the SBSTA and to continue to consider this item at SBSTA 32.

Article V also requires States Parties to exchange information on activities of fishing vessels in order to assist the flag State in identifying those fishing vessels flying its flag reported to have engaged in activities undermining international conservation and management measures.

For many years States Parties in particular developing countries have suffered from a systematic denial of the inalienable right of States Parties to exchange equipment, materials, technology, and other biological materials is considered a systematic and gross violation of the Article X.
