283. The Committee strongly recommends that the State party ratify the amendments to article 8, paragraph 6, of the Convention, adopted on 15 January 1992 at the fourteenth meeting of States parties to the Convention and endorsed by the General Assembly in resolution 47/111.

However, if all Parties complied with their obligations, there would be no need to conduct clearance operations, and such devices would not fall into the hands of States that were not parties to the Convention and its Protocols.

" (e) To request the Secretary-General to ensure the provision of appropriate staff and facilities from the United Nations regular budget for the effective and expeditious performance of the functions of the Committee, and invites the Committee to continue to enhance its constructive dialogue with the States parties to the Convention and its transparent and effective functioning;

1. Calls on the States that have not yet become States parties to the Convention and the Optional Protocols thereto to do so as a matter of priority;

6. Requests the Centre, in its capacity as secretariat of the Conference of the parties to the Convention and its Protocols, to undertake all activities necessary to ensure the efficient preparation of the inaugural session of the Conference, in 2004;

3. Takes note of the outcome of the fifteenth session of the Conference of the parties to the Convention and of the fifth session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol, hosted by the Government of Denmark from 7 to 19 December 2009;
3 - تحيط علما بالوثيقة الختامية للدورة الخامسة عشرة لمؤتمر الأطراف في الاتفاقية والوثيقة الختامية للدورة الخامسة لمؤتمر الأطراف العامل بوصفه اجتماع الأطراف في بروتوكول كيوتو اللتين استضافتهما حكومة الدانمرك في الفترة من 7 إلى 19 كانون الأول/ديسمبر 2009()؛

The secretariat shall maintain two lists that clearly distinguish between parties to the Convention and those States or regional economic integration organizations which have not yet ratified or acceded to the Convention but which are participating in the interim prior informed consent procedure during the transition period.

4. As of 13 July 2005, there were 188 parties to the Convention and 124 parties to the Cartagena Protocol.

Noting that the number of reports to the Committee has increased as a result of the growing number of States parties to the Convention and that the annual session of the Committee has been the shortest of all the annual sessions of the human rights treaty bodies, thus creating a considerable backlog of reports submitted but not considered,

6. Decides to include the first session of the Conference of the parties to the Convention and the meetings of its subsidiary bodies in the calendar of conferences and meetings for 1997-1998;
٦ - تقرر أن تدرج في خطة مؤتمرات واجتماعات الفترة ١٩٩٧-١٩٩٨ الدورة الأولى لمؤتمر اﻷطراف في الاتفاقية واجتماعات هيئاته الفرعية؛
