13. Accordingly, the Committee on Economic, Social and Cultural Rights is of the view that States parties to the Covenant are obligated to pay particular attention to promoting and protecting the economic, social and cultural rights of older persons.
13- ومن ثم، فمن رأي لجنة الحقوق الاقتصادية والاجتماعية والثقافية أنه ينبغي للدول الأطراف في العهد أن تولي اهتماماً خاصاً لتعزيز وحماية الحقوق الاقتصادية والاجتماعية والثقافية لكبار السن.

The Committee has affirmed that all States parties to the Covenant are " under the duty to thoroughly investigate without undue delay alleged violations of human rights, with a view to holding accountable those proven to be responsible thereof " .
وكانت اللجنة أكدت أن على جميع الدول الأطراف في العهد " واجب التحقيق الدقيق فيما يُدَّعى من انتهاكات لحقوق الإنسان وأن تعاقب من تثبت مسؤوليتهم عن هذه الانتهاكات " ().

55. While only States parties to the Covenant are held accountable for compliance with its provisions, they are nevertheless urged to consider regulating the responsibility resting on the private business sector, private research institutions and other non-State actors to respect the rights recognized in article 15, paragraph 1 (c), of the Covenant.
55- رغم أن الدول الأطراف في العهد هي وحدها التي تُساءل عن الامتثال لأحكامه، فإنها مع ذلك مدعوة إلى النظر في وضع قوانين تحدد المسؤولية التي تقع على القطاع التجاري الخاص ومعاهد البحوث الخاصة وغيرها من الجهات الفاعلة غير الدول فيما يتعلق باحترام الحقوق التي تقرها الفقرة 1(ج) من المادة 15 من العهد.

The Committee similarly holds that the appellate courts of States parties to the Covenant are responsible for the evaluation of facts and evidence in a particular case, unless it can be ascertained that the instructions to the jury were clearly arbitrary or amounted to a denial of justice, or that the judge clearly violated his obligation of impartiality.
