However, any associated recommendation on inclusion, or otherwise, in Annex III may not be forwarded to the Conference of the Parties until the Participating State becomes a Party.

4. Appeals to States and regional economic integration organizations to make, within their capacities to do so, voluntary contributions to the mercury trust fund of the United Nations Environment Programme in order to support the interim activities and the operation of the Conference of the Parties until the end of the fiscal year in which the first meeting of the Conference of the Parties is held;
يناشد الدول والمنظمات الإقليمية للتكامل الاقتصادي أن تقدم، في حدود إمكانياتها، تبرعات للصندوق الإستئماني للزئبق التابع لبرنامج الأمم المتحدة للبيئة من أجل دعم الأنشطة المؤقتة وعمل مؤتمر الأطراف حتى نهاية السنة المالية التي سيعقد فيها الاجتماع الأول لمؤتمر الأطراف؛

OAU and the United Nations commit themselves to guarantee the respect for this commitment of the two Parties until the determination of the common border on the basis of pertinent colonial treaties and applicable international law, through delimitation/demarcation and, in case of controversy, through the appropriate mechanism of arbitration.

)ب( اﻹبقاء على الترتيبات ضمن الميزانية البرنامجية الحالية لﻷمانة المؤقتة لدعم الاتفاقية في فترة ما بعد الدورة اﻷولى لمؤتمر اﻷطراف إلى أن يحين موعد شروع اﻷمانة الدائمة المعينة من مؤتمر اﻷطراف في العمل، وهو الموعد الذي ينبغي أن لا يتجاوز ٣١ كانون اﻷول/ديسمبر ١٩٩٨، واﻹبقاء على الترتيبات المتعلقة باﻷموال الخارجة عن الميزانية؛
