The same can be said with regard to Haiti's National Commission of Truth and Justice, South Africa's Promotion of National Unity and Reconciliation Commission and, in the case of the negotiations still under way in Guatemala, the Commission to Clarify Past Human Rights Violations and Acts of Violence that Have Caused the Guatemalan Population to Suffer.

Despite these regrettable delays, we wish to express our satisfaction and to congratulate the parties on the significant progress represented by the signing three months ago of the Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict and the Agreement on the Establishment of the Commission to Clarify Past Human Rights Violations and Acts of Violence that have Caused the Guatemalan Population to Suffer.

We have the honour to address you as members of the Commission to Clarify Past Human Rights Violations and Acts of Violence That Have Caused the Guatemalan Population to Suffer which, as you know, was established by means of the Agreement concluded between the Government of the Republic of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG) at Oslo on 20 July 1994.

1. The Commission to Clarify Past Human Rights Violations and Acts of Violence That Have Caused the Guatemalan Population to Suffer (the " Clarification Commission " ) was established by means of the Agreement concluded at Oslo on 20 June 1994 between the Government of the Republic of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG) as part of the Guatemalan peace process.
١ - أنشئت لجنة بيان انتهاكات حقوق اﻹنسان وأعمال العنف الماضية التي سببت معاناة للشعب الغواتيمالي بموجب اتفاق أبرم في أوسلو بين حكومة جمهورية غواتيمالا والاتحاد الثوري الوطني الغواتيمالي في ٢٠ حزيران/يونيه ١٩٩٤، في إطار عملية السلام الغواتيمالية.

In this context, the European Union welcomes the fact that the Commission to Clarify Past Human Rights Violations and Acts of Violence that Have Caused the Guatemalan Population to Suffer, established by the Oslo Agreement of June 1994, is now preparing to start its work.

In addition, on 23 June 1994, while still in Oslo, the parties complied with their joint statement of March 1994 and signed an Agreement on the Establishment of the Commission to Clarify Past Human Rights Violations and Acts of Violence that have Caused the Guatemalan Population to Suffer. Copies of both Agreements are attached.

Norway welcomed the human rights agreement signed in March 1994, as well as the Agreements signed in June on the Resettlement of the Population Groups Uprooted by the Armed Conflict and on the Commission to clarify Past Human Rights Violations and Acts of violence.

Encouraged by the signing on 17 June 1994 of the Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict A/48/954-S/1994/751, annex I. and, on 23 June 1994, of the Agreement on the Establishment of the Commission to Clarify Past Human Rights Violations and Acts of Violence that have Caused the Guatemalan Population to Suffer, Ibid., annex II.

I have the honour to refer to my letter dated 28 June 1994 (A/48/954-S/1994/751), in which I informed the General Assembly and the Security Council of the signing by the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca of an Agreement on the establishment of the Commission to clarify Past Human Rights Violations and Acts of violence that have caused the Guatemalan population to suffer.
يشرفني أن أشير إلى رسالتي المؤرخة ٢٨ حزيران/ يونيه ١٩٩٤ (A/48/954-S/1994/751)، التي أحطت فيها الجمعية العامة ومجلس اﻷمن علما بأن حكومة غواتيمالا والاتحاد الثوري الوطني الغواتيمالي قد وقﱠعا اتفاقا بشأن إنشاء لجنة لبيان انتهاكات حقوق اﻹنسان وأعمال العنف الماضية التي سببت معاناة للشعب الغواتيمالي.

The Commission carried out its mandate in accordance with the terms of the Agreement on the Establishment of the Commission to Clarify Past Human Rights Violations and Acts of Violence that have Caused the Guatemalan Population to Suffer (A/48/954–S/1994/751, annex II), signed in Oslo on 23 June 1994 between the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca.
وقد باشرت هذه اللجنة ولايتها وفقــا لشروط الاتفاق المتعلق بإنشاء لجنة بيــان انتهاكات حقوق اﻹنسان وأعمال العنـف الماضيـة التي سببت معاناة لشعب غواتيمالا )A/48/954-S/1994/751، المرفق الثاني(، الموقﱠع في أوسلو في ٢٣ حزيران/يونيه ١٩٩٤ بين حكومة غواتيمالا والاتحاد الثوري الوطني الغواتيمالي.

18. In recognition of the inalienable right of any society to know the truth, the National Reconciliation Act shall instruct the Commission to Clarify Past Human Rights Violations and Acts of Violence that Have Caused the Guatemalan Population to Suffer (the " Clarification Commission " ) to devise means whereby the truth about the period of the internal armed conflict may be known and acknowledged, in order to avoid a repetition of such events.
١٨ - من المعترف به أن لكل مجتمع حقا غير قابل للتصرف في معرفة الحقيقة. لذلك، تُكلف لجنة تقصي الحقائق التاريخية، بموجب قانون المصالحة الوطنية، بمهمة تقصي انتهاكات حقوق اﻹنسان وأعمال العنف التي تسببت في معاناة شعب غواتيمالا، ووضع التدابير الرامية إلى تيسير معرفة الحقائق التاريخية المتعلقة بفترة النزاع الداخلي المسلح واﻹطلاع عليها، وذلك من أجل تجنب تكرار حدوثها.

These efforts have been rewarded by those statements and by the references in the Secretary-General’s report to the Comprehensive Agreement on Human Rights, the Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict and the Agreement on the Establishment of a Commission to Clarify Past Human Rights Violations and Acts of Violence that Have Caused the Guatemalan Population to Suffer.
ولقيت هذه الجهود الاطراء في تلك البيانات وفي الاشارات الواردة في تقرير اﻷمين العام فيما يتعلق بالاتفاق الشامل بشأن حقوق اﻹنسان، والاتفاق المتعلق بإعادة توطين جماعات السكان التي شردها النزاع المسلح، والاتفاق المتعلق بإنشاء لجنة بيان انتهاكات حقوق الانسان وأعمال العنف الماضية التي سببت معاناة للشعب الغواتيمالي.

Subsequently, on 17 June, both parties signed the Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict, and on 23 June they signed the Agreement on the Establishment of the Commission to Clarify Past Human Rights Violations and Acts of Violence that have Caused the Guatemalan Population to Suffer, known as the " Commission to Clarify the Past " .
وبعد ذلـــك، فــــي ١٧ حزيـران/يونيه وقع كلا الطرفين على الاتفاق المتعلق بإعـادة توطين جماعات السكان التي شردها النـــزاع المسلح، ووقعا في يوم ٢٣ حزيران/يونيه الاتفاق بشــــأن إنشاء لجنة لبيان انتهاكات حقوق الانسان وأعمال العنف الماضية التي سببت معاناة لشعب غواتيمالا، والمعروفة باسم »لجنة توضيح الماضي«.
