My delegation strongly feels that sanctions should be applied with great caution and should be resorted to only in cases of extreme necessity, when other peaceful options provided for in the Charter have been proved inadequate.

٣٧ - خلال الفترة التي يشملها التقرير، اضطر ممثلي الخاص وكذلك الاتحاد الروسي، بصفته الميسﱢر، إلى معالجة أزمات عاجلة متتالية ناشئة عن عدم رغبة الطرفين في نبذ العنف والنظر جديا في الخيارات السلمية لحل النزاع.
