In this connection, the Office of the Public Prosecutor conducts surprise visits to prison facilities in Qatar on various dates and at different times. It does this on its own initiative or further to complaints submitted by detainees or prisoners. In 2004, it carried out visits to the Department of penal and correctional Institutions and prisons run by the Ministry of the Interior.
وفي هذا الصدد قامت النيابة العامة بالعديد من الزيارات الميدانية المفاجئة للأماكن المخصصة للحبس بالدولة وذلك في تواريخ وأزمنة مختلفة،من تلقاء ذاتها أو بناءً على شكاوى ترد إليها من النزلاء أو المحبوسين، ففي عام 2004 تمت زيارة إدارة المؤسسات العقابية والإصلاحية وأماكن الحبس التابعة لوزارة الداخلية.

These unannounced visits are a mechanism for uncovering violations and ensuring, among other things, that prisoners and detainees are not subjected to torture or humiliating and degrading treatment in penal and correctional institutions, isolation cells and detention facilities run by security departments.
وتمثل هذه الزيارات المفاجئة آلية رقابة لرصد الانتهاكات - بما في ذلك عدم تعرض المسجونين والمحتجزين للتعذيب وغيره من ضروب المعاملة المهينة أو الحاطة للكرامة - في المؤسسات العقابية والإصلاحية وحجز الإبعاد وأماكن الاحتجاز في الإدارات الأمنية.

85. كما تجدر الإشارة إلى الزيارة التي قامت بها البعثة الإقليمية للجنة الدولية للصليب الأحمر لشبه الجزيرة العربية للمؤسسات العقابية والإصلاحية في أيار/مايو 2010 والتي لم تشر إلى أي حالات للتعذيب أو غيره من ضروب المعاملة المهينة أو الحاطّة بالكرامة.

403. Under Act No. 10 of 2002, concerning the Office of the Public Prosecutor, the Office of the Public Prosecutor is entitled to inspect prisons and to receive prisoners' complaints. According to Act No. 3 of 2009, regulating penal and correctional institutions, members of the Office of the Public Prosecutor have the right to conduct inspections.

80- وفي هذا الصدد قامت النيابة العامة بالعديد من الزيارات الميدانية المفاجئة للأماكن المخصصة للحبس بالدولة وذلك في تواريخ وأزمنة مختلفة، من تلقاء ذاتها أو بناءً على شكاوى ترد إليها من النزلاء أو المحبوسين، ففي عام 2004 تمت زيارة إدارة المؤسسات العقابية والإصلاحية وأماكن الحبس التابعة لوزارة الداخلية.

Pursuant to the 2009 law that regulates penal and correctional institutions, article 76, special places have been designated for the detention of foreigners who are subject to deportation. That article provides that non-Qatari nationals who are to be deported must be kept temporarily in isolation within the institution until the order for their deportation is executed.
