ويجب على كل الدول القائمة بالإدارة اتخاذ الخطوات اللازمة لتنفيذ إعلان منح الاستقلال للبلدان والشعوب المستعمرة وقرارات الأمم المتحدة ذات الصلة وفقاً للرغبات التي تعبر عنها شعوب الأقاليم المعنية.
